here is some testing i did

Key = Off Position
Headlight switch = Off Position
Brake Pedal = On

Right Rear = Upper and Lower Works
Left Rear = No lights at all

Right Turn Signal On = Left Rear Upper and Lower Working Only
Left Turn Signal On = Right Rear Upper and Lower Working Only
(No Flashing as we are talking Brake Lights)

Key = ON
Headlight switch = Off Position
Brake Pedal = On

Right Turn Signal On = Right Rear Upper and Lower Flashing and Left Rear Upper and Lower Solid (as it should be)
Left Turn Signal On = Left Rear Upper and Lower Flashing and Right Rear Upper and Lower (as it should be)
but dont forget this is all done with the brake pedal in the on position

as soon as i put the turn signal back to nuetral position it goes back to just the Right Rear upper and lower light working only.

Key = On or Off in this test
Brake = Off
Headlights = Off
Hazards = On
Right Rear and Left Rear all working fine

maybe this data can help someone help me figure this out
