Hooked up the OBD II....

Bank 1 Sensor 3 Heater Circuit Malfunction PO 147.

Does anyone one know what this is?
The blower motor, blows all the time!...I have a switch that is hooked up to the blower motor to shut it off so it doesn't run the battery down and would like to get rid of the switch!
Could this be the blower motor resister?
If so...is it under the (cut this out for service) thing under the hood?

Tired of this problem and the (service engine soon) light. I fixed everything else that is wrong and ready to fix this problem.

Any help would be great!!
