Default need help with passlock

truck is a 2000, was given to me by the original owner, it would start and run a second then die...i did the passlock resistor mod, after the 30 minute relearn procedure the truck started and ran...

the key cylinder was bad, sticky, hard to turn, etc so i order a new one and installed it ...now i can't get the truck to perform the relearn procedure...the security light is always on solid and never turns off regardless of how long i leave the key in the run position during the passlock reset

good compression, getting spark at coils and plugs, all fuses are good just no fuel because passlock has power killed to injectors (from what i understand) and there are no codes

thanks for any help or advise

Step 1 – Attempt to start the vehicle. It will crank, but not run. The security light will be flashing on and off. Leave the key in the ‘run’ position for exactly 10 minutes, then the security light will stay solid or go off.
Step 2 – Turn the key to the ‘off’ position for 10 seconds. Attempt to start the vehicle. Some vehicles will run at this point, although many will require you repeat repeat Step 1 two more times. Make sure turn the key to the ‘off’ position for 10 seconds before each 10 minute cycle.
Step 3 – The vehicle is now ready to relearn the proper code. Turn the key ‘off’ for 10 seconds and then ‘crank’ the vehicle.

my security light does not flash...it stays solid, never turning off unless i turn the key off
