ok just a thought for you guys, since this seems to be happening right around stereo replacement, but i know that my 2000 blazer has scv,or speed control volume on the stock stereo, which allows the volume to increase as your speed does, for this to work it has to have some sort of sensor from the speedometer. the older 96 stereo most likely does not have this which is why the speedometer would not work with this, and for you that just had the new speedometer installed it is possible that they did not wire it im properly, possibly the wireing that goes into the stereo from the speedometer has to be tied off somewhere, just a thought check it out.
