Default No off position on key switch

I have a 1995 Chevy Blazer that I recently replaced heater core in. Put everything back together and couldn't get key to go to the off position and come out. I noticed a small cable on the steering column, if I pull on it, the key switch will go to the off position and the key comes out. I do not want to have to do this all the time. Why will the cable not come (out) on it's own? I see that it connected to a lever(?) on the shifter (which is on the column) and runs to something on top of the column. What is this cable connected to, what is it supposed to do? Shop mechanic told me to disconnect this cable. Really don't want to, it's there for a reason, right? Upon further review of this I found a connector with a green/white and a black wire not connected, on the left side of the column. Where does this get connected, if at all? I can not get the top panel off the top of the column to inspect anything further. Do I have to take the steering wheel off to get this panel off?

mines newer but i think its the same operation to get it off. i took the screws out of the bottom half, that dropped out of the way no problem. the the top has a small screw right beside the ignition. get under the wheel and look up you will see it. its a 5/32's i believe. there is also one on the other side of the colum.

Default no off position......

Yes there was 2 torx screws one on each side. Thanks. I disconnected the cable and the key switch goes to the off position and I can get the key out. Does this mean I have a bad key switch or is it the cable? It also looks like I will have to take the steering wheel off to do this?

probably gonna have to wait for someone else to chime in. im not sure what the cable does. im sure if you use the search function you could find it. try ignition+cable.

Default No off position....

I noticed that since I disconnected the cable, I no longer have to depress the brake pedal to shift into gear. The vehicle starts and runs but not sure where to go from here to take care of the problem. Thanks for your help though, I greatly appreciate it.
