No vacuum in gas tank on a 95 Blazer

Default No vacuum in gas tank on a 95 Blazer

For a few years now I have no vacuum in my fuel tank. I have changed to purge solenoid a couple times. I now notice that the thing right behind the purge solenoid isn't doing anything when power is connected to it, actually, the wire that I used to do this started smoking, so I assume its shorted out, could this be the problem? I've checked to a canister and seems to be fine and the fuel cap seems to be ok as well. Oh, and it is throwing the p0440 code. Thank guys (and girls) for any help on this matter.
