Default not sure where to ask this

so i'll ask it here. My blazer is finally done, my dad gave me some back to black stuff to put on all the faded black stuff on the blazer (wiper arms, window seals etc) But i am wondering if it is possible to sand down the black area that goes around the back windows. It should be smooth but because of the sun and not being taken care of it is very rough. Can i sand that down? Or should i leave it alone?

Isn't that area plastic? If so, not a good idea to sand it..unless someone disagree's with me...Maybe just clean them the best you can and try to paint them of if that does not work. Find some more in a junk yard or where ever.
