When trying to check the TCCM for codes is it Ok to jump pin 13 to pin 4 on the data link connector?

If pin 4 is a ground (and it is), then yes.

Thanks. I jumped pin 13 to pin 4 and I get no lights on the buttons when I turn the key on. Bad/failing TCCM?

Blown fuse? There are several. See schematics. Finish reading all the diagnostic charts for understanding.
