Which passlock does 2003 blazer have?
I am talking about a resistor between the black and yellow passlock wires to the PCM with the yellow wire disconnected from the ignition switch, Then you have to do the relearn proceedure. You either measure and match the existing value or use 2.2k ohms. How confident are you that this was done correctly?
Did the fuel pressure hold at 55 psi min ten min after key on?
Once again, if you are cranking and not starting you need to determine if its spark, fuel pressure, injector pulses, timing or an engine mechanical problem. If its the passlock system then the issue will be injector pulses. Do you have spark at the plugs?

an he said after he put the resistor on (was the 2.2k one) he didn't finish out doing the relearn fully. Said he didn't do it the full three times or something. I dont know. I put a battery charger on it last night.. so today I'm going to go out and ill Google the steps of the re learn again and do it myself this time. Also the fuel pressure did stay as should after key was off he said.
I forgot to say that he had took off fuel filter to exchange for a new one, an when he took old one off he said that the pressure wasn't very strong at all coming out. But fuel pumps working we hear it anyways.and the pressure test went fine.? Sorry takes me so long get back to anyone on here. I thank you all for your help and knowledgeable info yall have turned me onto so far. 🤜🤛 -Katie ♡♡
