pump voltage

Need some help.
Have fuel tank off. Hooked up volt meter to fuel pump harness power wire and grounded to frame and cranked engine. Meter bounces around at 11.33 volts. Is that good enough to get fuel pump to kick in.
What is min voltage before fuel pump will not turn on.
1999 S10 Blazer 4.3L, auto,2 door 4x4

You should see battery voltage at the pump. When the starter is engaged, it voltage may vary. I do not think that 11.33V would be a problem, but 12+ would be better.

Key on for few seconds, no crank 11.55volts. I am not sure how accurate the meter is.

i have a 1992 i know mines around 12.5-13 volts. what is the actual problem with the truck?

No start not getting fuel. Have replacement fuel pump going to put in. Pour gas in the engine it starts up and ran till it burned up the fuel I poured in. I know the fuel pump quit turning on and the gas guage has been erratic. New relay in. I can here the relay clicking when turned key on.
I was going to splice in the new pigtail figured I would check to see if there was power to the old pigtail.
It is new DMM so this is my first time useing one. Checked voltage at battery 12.24. Instructions say 12.30 batttery is only half charged. It is new battery but has been sitting disconnected for 2 months. Maybe I will put the charger on it and test at pigtail again tomorrow.

The meter instructions say to bleed of surface charge of battery by turning on headlights for a minute. Did that turned headlights off battery test 12.01 volts so according to meter instructions the battery needs charged. The needle on my battery charger seems to confirm it is in need of charge. Hope that a charge gets the voltage at the pigtail up.

charged battery.
Getting over 12.50 volts at the pigtail.
I was hopeing it was not my ignition switch.I guess there are known problems with some of them.
So I should be good to go.
