Default Really Weird Noise From the Dash (I assume)

The noise only starts after the engine has gone over 1,200 rpm and then it only happens when my foot is off the gas, you can only hear it inside the car. Anyone have any idea of what could be causing this?

Thanks

Here is a quick video of the noise:

I've listened to your video repeatedly. All I can hear is you talking.

This might be far fetched but I can't think of anything in the dash to make that noise. Not being there but to me it almost sounds like a cat rattle. Have you tried checking that?
Does anything make any noise with the key on but not the engine running?

Check to see if the PCV vacuum hose is resting against the throttle cable. When this happens, the noise from the PCV valve opening and closing is transmitted through the throttle cable and sounds like a plastic gear stripping over and over. The firewall amplifies the noise and makes it sound like it is coming from the instrument cluster.

Yeah, I figured it out, I just replaced the pcv valve and the problem was fixed, thanks for all the suggestions!
