Default Rear Brake self adjuster problem

Hi all,
I'm having an issue with my Rear Drum Brakes on my 95 Blazer. I noticed that when applying my brakes there seemed to be uneven braking in the rear. I cleaned the brakes, and re-adjusted them, they seemed fine for a while but the problem came back I took a look again and noticed that the Arm that you lift to adjust the star adjuster wasn't sitting in the proper position so I purchased the rear brake adjuster kits which included the arm, the star adjuster and the spring that sits under the adjustment arm. but the problem still exists. The adjuster arm sits hi on the star adjuster so the adjuster can spin in both directions freely.
Any suggestions on what the problem may be?
Thanks
