rear ebrake hardware.........
Well I attempted to put in new hardware on my rear brakes. However, while attempting to take out that small screw that holds the top clip out...I broke it off and now I'm not sure what to do. It doesn't look like an easy fix.....any suggestions?

get an Eazy Out set, drill it for the appropriate size easy out & extract it. Get a new parking brake hold down kit - $3.42 at rockauto for 2/each side & replace them both.
If you have access to a TIG welder, weld another bolt on top of the broken bolt stem, let it cool, soak it with penetrant like Seafom Creep & remove it that way. I say TIG welder because that bolt is tiny & I doubt you'd get a MIG to weld a bolt on it without welding it to the truck.

Or if you can get some vise grips on it, try heating it with a torch
