Default replaced engine, no power to starter from ign!

I havent been on here in a while, but i hope someone can help me out. First ill say that i did search the site before posting this, i did all the diagnosis i found and this is what im left with.
I have a 2000 blazer. I just replaced a blown engine. when i went to start it up for the first time, the starter didnt turn over. heres what i know so far:

-main power to starter has 12v
-power wire from ignition reads 0v, even when key is turned to start
-All related fuses(ign, crank, etc) and relay are tested and GOOD
-starter is brand new, and has been bench tested
-all other electronics seem to be working(with exception of headlights), dash lights come on, fuel pump kicks on, locks work, etc
-when i jumped the starter solenoid with the key on, the engine turns over, i get spark, but engine still will not fire

any help would be greatly appreciated. thanks!

also, someone said maybe a neutral safety switch? but i didnt touch anything in that area and it worked fine before

GMs usually had a Fusable Link at the starter
One of the smaller wires that attach there
