2004 2DR Blazer ZR2 4WD

I'm in the process of replacing some broken fender flares with some junkyard donor flares and am looking for any kind of guide for removing and installing the OEM flares. I know about the differences between the front mounting strips and rear bracket mounts, but are those rivets holding them to the wheel well? Will I have to drill those out and rivet the replacements in?

 

I believe the flares are held on by a captured bolt on a bracket with the bolt passing through the fender and then the flare, with a nut inside the flare. They can get super rusty over time, and it's really easy to break the bolts off.
