By stepping lightly on the brake peddle does at least three things, turns the brake lights on, disengages the cruse control and unlocks the torque converter. Surge ending during stepping lightly on brake and not enough to apply brakes tells me the torque converter is in and out of lockup. I don't know of a way to jury rig the wiring to change that

I came to the same conclusion and decided to try a new brake switch so that I could at least eliminate any malfunction there. My reasoning was that since one of the switch’s 3 jobs is to unlock the torque converter, then maybe my problem was in the switch. Bought a new one and got under the dash and replaced it tonight, but it didn’t change a thing. Gonna do some more research on the 4L60e, because as far as I can tell, it’s gotta be something inside the transmission because I’m running out of other components to replace.

I may not have properly understood your initial post. When the RPM's are surging up and down, is this with or without a corresponding speed change?
