Question Spare Tire Modification

I'm looking to move my tire out just far enough to allow my rear window to open (why didn't Chevy think of this before??). I've seen mods to move the tire down about 2.75"-3". Yes, that would be good if I hadn't gotten those photo radar tickets already but I'm more worried about my Thule bike rack mounted on my spare tire. I really don't want to lose clearance by lowering my tire if I have to. Any ideas?
I'm not worried about my vision out the rear window...I have two other mirros to help me out. Plus, I can always toss the tire up on my roof basket if needed.
Thanks!

Don't ZR2's have those cool swing-out carriers??

Yes, but you have to be careful otherwise it'll get away from you and hit the car next to you or put a whole lot of strain on the side panel.

the only thing i can think of is to put some kind of spacer on the studs. But then you will probably need longer stud since the aren't very long plus they are welded on there. You could probably buy a wheel spacer that has new studs in it.
