Default Steering Box

Should the arm that comes off the steering box always be at 90 degrees? Or does it pivot, move a little up and down, as it rotates? I hope you understand this!
Thanks,

If you are talking about the Pitman arm on the bottom of the steering box. It should be mounted solid to the box with splines on the shaft and a large nut holding it on. It should just rotate with the output shaft when you turn the steering wheel. it should not have any "play" or free movement in it.
