Steering Damper - Is my '97 supposed to have one?

I originally posted this in the Suspension forum, but haven't received any responses.
I recently bought a '97 Blazer, 4x4, 4 door.
When underneath changing the leaky oil lines, I noticed what looked like a bracket for a steering damper, but there isn't one installed.
It doesn't drive abnormally, except for the extra play in the steering, which feels to me like it's in the steering box. It looks like pretty much the whole suspension has been rebuilt (tie-rod ends, ball joints, idler arm, etc.).

these cars all have a good bit of play in the steering. my 98 s 10 and my 97 bravada do
