Stuck Shackle Bolts

Default Stuck Shackle Bolts

About a month ago I tried to take my skackles off but I ran into a snag. I can't get both top bolts off of each ofthem, so I was wondering should I cut the top bolts off or what? I want to replace the bolts anyways but I tried and tried getting those stubborn top bolts off and I have had no luck. So if possible suggestions would help greatly. I also included a pic of my rusty shackle and the bolt to give an idea of the space I have to work with here.

give em a good beating with an air chisel.. that'll break them free.

Use a big 3/4 or 5/8 drive socket and use a longer piece of pipe on the handle to give you some more leverage, and just break it free

Ok thanks guy's, IDK if the chisel suggestion would work because the nuts are still froze on the end of the stuck bolts. But I didnt drain em in PB blast the last time I tried takeing them off but I'll try more leverage.
