transfer case actuator problem

transfer case actuator problem
We're trying to change the actuator on my transfer case, but no matter which position we turn that paddle lever i.e. 2wh,N,4wh,4wl, the slot in the actuator will not line up with it to bolt it back onto the case . What went wrong here. The new actuator's slot is in a different position that the one we took out. thanks for any help
