Default Transmission vehicle speed sensor

Hello good people of the blazer forum i need you for help, im trying to defeat my 98 brazilian made chevrolet blazer 4.3l 4x4 terrible gas milleage and random RPM surges and jamming while putting car in drive or just driving,after scanning my car with tech2win program i've found out that transmission getting wrong vehicle speed signal (from -150 to 200 km/h) while my instrument cluster and crusie control getting the right signal and work just fine. My car has only one speed sensor which is located on the transfer case (my car has no ABS) and according to electric schemes for North American made blazers it goes right to the ECU and from ECU goes back to intrument cluster,cruise contol module and transmission.So my question is which wire sends transmission what speed signal is? I couldnt find it on the schemes.
Also does anyone know whats pc sol duty cycle normal values,mine shows from 10 to 80% on idle,i dont think thats normal but i couldnt find any info about it.
