Default An unheard back brake problem. Drums

Well it's a 96 with drums. Failed for wet wheel cylinders. This starts the long road to today. I ended up taking everything out and even broke the line (well fell off in my hand) when replacing the WC. So in went new shoes, hardware, and cylinders. I bleed them, but just could not get them right. Took it to a friends and they did it. Had a real hard time with bleeding them.(could not get anything out the fronts) They did get it bleed and service light off. Then the wife has been driving it and says that it's not right. I take it apart and can see it's not right. With the drums off and truck running, brake pedal half way only the shoes facing the front are pushing out and when they set back in there setting on the backside of the housing. Nothing from the rear facing shoe. Not even a little movement.
You can see the marks of the front shoe digging into the housing on both sides.

What I do know is I'm not new at this and find brake work to be easy to handle. The smaller shoe is always in front. I just can't figure this out.

I'm leaning towards the parking brake out of adjust, combination valve due to having such a hard time bleeding them.

Thank to anyone who can figure this out.

Added side note. Problem above is driveer side and then it's flipped for the passenger side. Meaning the rear shoe is pushing only.

do you have the leading and trailing shoes mixed up, or both of one on each side of the truck?
