Default Vacuum problem please help!

I bought a 95 Blazer a few weeks ago and I was trying to figure out why the heater stays on defrost. When I popped the hood I think I can see the problem but I don't know how to fix it because I don't know where the vacuum lines are suppose to go.
Here are a couple pictures of what I have.

I'm assuming the vacuum line coming through the firewall with the wiring is the one for the hvac. The one going into the bottom of the T. Then the 4 wheel drive shoots off that? Then it goes up into another T with some sort of valve and its just looped together? Seeing this I'm surprised my 4 wheel drive is working.

Any help would be greatly appreciated.

Default

I would assume that one side of that loop is supposed to go to the canister mounted on the hood but then I have a open fitting on the T.
