Water pump and Fan Direction

Water pump and Fan Direction
I am trying to determine if my fan was installed correctly. During the summer months I have an over heating issue predominately when at an idle. After removing the waterpump and looking at the 'blade' if you will, i notice that it looks like that blade should be turing in a CCW direction. Which way should it turn? CCW (counter clockwise) or CW (clockwise)?
As of right now if it supposed to be spinning in a CCW direction my fan is pushing air out of the radiator rather than in. I guess I am just trying to understand the physics of how it should properly operate.

Note the belt install pattern. The engine turns cw {seen from front} the fan ccw.
Rule: on serpentines: If the pulley is ribbed, CW; smooth, CCW
Running, If you cant tell whether the fan is pushing air out or pulling air into the engine, you have a fan clutch problem
