Thats the IMTV or Intake Manifold Tuning Valve. What it does is really for performance. It opens or closes a paddle in the center of the manifold allowing the intake to either act as a 180 degree manifold or 360 degree manifold. During cruising its normally closed and the manifold acts a 180 degree manifold for economy. But under acceleration it opens the paddle and allows the manifold to become a 360 degree manifold for performance.
