before ever jumping in and purchasing any audio equipment, you need to take a step back and answer these questions...;
What is my ultimate goal? (What type of sound do I want - loud and obnoxious or high quality sound or somewhere in between?)
What is my budget?
Once you answer those, you can start to narrow in on what you will get.

400 bucks will get you a very nice CD receiver with probably more features than you'd need. Panasonic and Pioneer are good "bang for your buck" brands. Alpine, Clarion, and Eclipse are a little more high end brands. 400 bucks will also get you a good name brand used DVD receiver from an ebay auction OR i've seen some ebay stores selling a new Pioneer base DVD receiver for that price every once in a while.
