RE: Cheap
How about a dual 4 ohm Alpine Type R and the kicker zx400.1. or
I have two Jl 12w3 v2 subs that i would part with for say 175 shipped, and then save up for an amp. with the JL pro-wedge box i think i still have it.

Kicker CVR's are nice subs for a good price, 250 for them at most stores with a box. then just save up and get a 600 watt amp or so. will sound good i promise.

RE: Cheap
Sub, Amp, And Enclosure will be hard for under $250. This is assuming you already have the $50 worth of wiring to power the amp...If clean sound is what you want I would look into a single sub setup in a sealed enclosure. Granted it wont flex the windows but it will sound very clean if you select the right equipment.
For a Budget Sound Quality system I would reccomend a single Kicker CVR 12"...You can get a CVR, 400.1 Kicker amp, Build your own box, and get a wiring kit for around $350...
Sub - $100.oo - Link
Amp - $169.oo - Link
Wiring - $27.oo - Link
Box - $50.oo - You can build a box yourself for around this much.

RE: Cheap
A system that truly sounds good isn't cheap. If you really want one then save money and have patience.

RE: Cheap
build it up slow is my advice, 1 component at a time.
I would start out with a decent amp on mid grade subs......then upgrade down the road.
