On my 2003 blazer you can hear the clutch fan more when it is ideling than you can my parents 2000. any idea why? how do you tell if your clutch fan is working properly?

You can test the fan clutch by trying to spin the fan with the engine off and everything cooled off. The fan should spin with just a hint of resistance. Then retest with EVERYTHING up to operating temperature. There should be a much more pronounced resistance.
The difference from vehicle to vehicle could be from age or it could be that someone put a heavy duty fan clutch onto your truck at some point.

it does spin with a lil resistance when its cold. it does have the towing package on it. would that come with a different fan. it is the stock clutch fan

Do the fans look the same? It is possible that there was a different clutch between the two years or maybe just a bit different in terms of lockup. I wouldn't worry about it if neither of you have issues with over heating.
