My POS Blazer Won't Turn Over in the Rain
I think what Pat (hillbillyinohio) & Mike (MCas86) was trying to get to way back in the beginning was the contacts both at the battery and at the starter. If the terminals on the starter are corroded, you can get the same effect.
My take on the original post is that the starter is engaging, but does not have enough umph to spin the motor over. You do have to check all of the main things, but you also need the motor to spin to start it.

Update:
Seems the car will not start during/after it has rained.
When it has been sunny out for a few hours, it starts no problem.
I'm thinking it is a wire or something else getting wet.
Suggestions?

Please clarify.
By "not start" do you mean that it won't turn over or the starter just clicks (ie. crankshaft does not rotate)? Or do you mean that the motor turns over, but will not fire (spark or fuel problem)?
From your first post, I was under the impression that it simply wouldn't turn over.

my blazer did the same thing for a while. I finally replaced cap and rotor. that took care of it permantly. I would look into that. it would crank for ever and ever, and just not fire.
Not completely true because mine was having problems starting because I did not properly crimp the wires when I swapped out my transmission which caused a bad connection which drained some of the power when I was trying to start. Jimmy rigged but hey once I crimped the wires right it worked like a charm.
