2000 chevy K3500 7.4 vortec running problems

I have a 2000 chevy k3500 dually 4x4 it has an issue while running if u are parked idles fine rev it up it goes to 3 grand and start studdering when floored if u ease into it ir revs all the way up. While ur driving it it will run fine then all of a sudden it will start not reving and after a bit it will start running normal i change fuel pump and filter and plugs and wires and distributor cap and button converter were clogged i removed them and just put pipe to replace them only have o2 sensor only in front of cats has lean codes on bank 1 and noticed with live data o2 sensor on bank 1 work when it acts up it has no volts. Has a little leak at donut gasket gonna fix is there anything else that can be wrong

i checked for vacuum leaks dont have and and cleaned maf sensor would the o2 sensor cause that kind of problem
