is the timing chain and the oil pump the same as a small block chevy on the 4.3

It is possible to have the same timing set and oil pump, but the only reason I would think someone would ask this is if they were trying to find a used set to install. I would highly advise against this. If you are going to go through all of the work to install these parts, I would not put in used components...

And what do you mean by roller block? Rockers - No. Lifters - don't think so either.
