'95 Jimmy 4x4 Bad Acceleration

My fuel line has been leaking fuel for an hour now, how do I stop fuel from coming thru the lines? I pulled the fuse, relay, removed gas cap, and disconnected the negative battery terminal. Am I missing something or how can I stop it? I can't continue to cut with it leaking like that or should I let it drain all out?
It will either stop when the fuel tank is empty or In the past i have taken a length of rubber hose and blew air into the line to push all the fuel back into the tank.

what happens if I just cut it where it connects to the filter with wire cutters?

Ok looks to me like the end of the filter with the twisted line on it, is slightly bent upward. May need a new filter.... Also I noticed, where the twisted line was connected, which is the line that shoots fuel from the gas tank, it's say "OUT" on it... Was this filter put on backwards??? Fuel from the tank shoots fuel "IN" from that direction, not out!
