Default 98 Blazer NO FIRE!

In the last year, new, fuel pump, filter, relay and transmission and water pump and plug plug wires and tires and brakes and ignition module, coil. Engine sputtered then stalled. Now no fire. I can crank it all day and no fire. code scan shows po 1351 ic circuit high/open. no spark out of coil but tested all connections to ignition module and coil and they have juice. Had a couple "mechanics" look at it and they are at a loss also. Please help!
OK, found out that the ic circuit is the ignition controll and is located in the distributer and these are known for going bad but could also be crankshaft sensor. Without buying parts, how do i determine witch is at fault?
