Default Belt Routing Problem

Hey guys, my first time here, and my first post. I have a 2001 LS blazer, and (please bear with my mechanical ignorance) the belt that runs around the pullies is fine. however there is a pulley that turns, then stops, then starts turning again. it is the top right pulley. I have no idea what it is called, nor what is causing this? if anyone can help it would be much appreciated! thanks a lot

If you have air conditioning that's your AC compressor and it's not supposed to run 100% of the time.

If you don't have air conditioning we can go from there.

Define "freeplay"? If while the engine is running and you notice the tensioner going back and forth about 1/2", that would be normal. Anything more and you may need to replace the belt due to stretching. Someone may come in and verify from the book how much freeplay is allowed.
