Engine Hesitates & Cruise Control Disengages

Default Cruise Control Disengages

My 1999 Blazer (4.3L, auto, 2WD) keeps kicking out of cruise at around 80-85 mph. I noticed that it kicks out of cruise and the tach bounces up and down when the cruise disengages. It always happens around the 80-85 mph.

I intsalled another VSS and the tach still jumps around 80-85 and the cruise disengages, even if I don't have my foot on the pedal.

How does the cruise engage? Is it based on the VSS or speedo? If I knew this, I might be able to isolate the problem.
