Default EVAP Service test port p0440 & vent/purge solenoid testing

Hey guys, how do you test the evap service port? Do you measure the vacuum level or do you apply vacuum? Where can I get a cheap gauge and what type should I look for? Also How do I test the purge and vent solenoid for the evap system? I took them both out and they both have 2 connector points. Can I just apply 12v+ and - from the battery and see if it moves? I have a p0440 code and when I take the gas cap off sometimes I get a deoressurizing sound as the pressure gets released from the tank. After I check these things I am going to remove and inspect the charcoal cannister and hoses. Thanks. I did search and didnt find much.
