Default fighting the dreaded p1441. 95 jimmy 4.3 4x4

usually i have some luck tracking down the delimas pretty easy but this one is baffling or beyond. bought this for my daughters for high school so they dont have to ride the school bus anymore and i have had the "check engine" light curse so i cannot smog it here in Calif. ive replaced the charcoal canister, "Canister Purge Valve" (just off to the drivers side of the intake system) as well as tracked all vacuum lines from the charcoal canister to the motor. i cannot find the leak but the code pops up "Evaporative Emission System Flow During Non-Purge". is there anything else in the system i am missing? parts i can ad to the "tracking" of the codes meaning? again, i appreciate anything from anyone to help me here. my daughters are also thanking any positive info that could help!!

if the way i configured the new vacuum lines works, it will definately KILL the code.
