Default GMC Jimmy high RPM's at idle?

Hey,

My GMC Jimmy runs at around 1000RPM's when sitting, after about 5 mins it goes down to 600. Its about 12 degrees celsius out idk if that effects it. I cleaned out the throttle (it runs fairly smooth; very minimal shaking) with some carb cleaner and it runs better but still revs high. Should it be revving at 1000 or not?

53°f or 12°c is chilly, so its really not out of the question to be up around 1000 at that temp. the fact that it drops after about 5 minutes to normal is indicating that its the choke that is on.
Did it just start doing this now that the temp is starting to fall? or has it always done this, even when it was hot/warm outside?
