intake air tube question

Default intake air tube question

i apologize if this isnt in the rite area. I am being told that there is supposed to be a rubber boot or something to that effect that is supposed to be attached/secured to the top of throttle body & under the black platic tube.
All ive ever seen is the black plastic tube that fits over the top of the throttle body . btw this is on my '99 s10 blazer 4x4 4.3lvortec.

The only thing that really seals the plastic "hat" to the throttle body is an orange rubber o-ring type seal that's pressed into the bottom inside of the black plastic hat where it meets the throttle body.

I've never been too fond of the design as once that orange seal gets old and hardens up it doesn't seal to the throttle body any more...
