Leaking gas from vent valve with full tank

Default Leaking gas from vent valve with full tank

I just bought a 95 blazer 4 door and every time I went to put gas it wouldn't take more than 9 gallons and my gas gauge didn't work. When I dropped the tank is noticed a vent valve broken and no hose that would connect to it. So I decided to buy a new tank, 2 new vent valves, and sending unit. I installed the tank and the vent valve that's in the back of the tank near the filler neck has a hose that goes to the vapor canister, the valve in the front I didn't connect any hose to it because it didn't have one. Now when I fill the tank, gas leaks out of that front valve. Is there a hose missing and if I am where does it connect to?
