I would get a used tank and clean it thoroughly just to be safe. As for the pump, I'd go brand new, no sense in putting in a used one to run the risk of it failing a week or two down the road.
Yes a new one can be faulty and fail, but thats why there are warranties.

What is wrong with your current tank?
How much are you willing to spend on a tank?
A new one is $120-$140, reburbishing your old one is about half that if you get POR-15 kit, or you could use JB Weld to seal the holes, rinse it out with a hose and drop in a new pump.
What year is your truck and is it a platic or steel tank?
