Default Not Getting Fuel

im working on my 95 blazer's CPI system. the blazer wont start. it is getting spark but no gas. i have changed the FPR and have about 60 psi of fuel pressure. i think the problem has to do with the red wire going to the injector harness. the blue wire gets 12 volts as soon as the ignition is on, but the red wire ( which i believe comes from the PCM) does not show any kind of reading during ignition. does anybody know what this wire should be reading or is it a ground? any other suggestionswould be appreciated. thanks

Here is the schematic for your Blazer. It shows red and blue connectors going to the VCM.
