Your holding proper pressure from the fuel filter back so your leak is definitely forward of the fuel filter. This is the right way to approach a repair. Diagnose and confirm the problem, repair, then verify the repair (just as important, some "new" parts are junk). This avoids new OP threads that start off "these are the XXX things that I have already replaced and I still have the problem".
