Default Reduced Engine Power

My Dad's 02 trailblazer never had an issue before now. The service engine soon light has been on a while, but now the reduced engine power light has come on and it wont go over 1400 rpm. I tried cleaning the throttle body but the butterfly seems to be stuck. I did not force it since I didnt know why it would be stuck closed. I cleaned it the best I could with throttle body cleaner and a rag. Put it back together and nothing was changed. I have not had the lights checked and he lives 45 minutes away in a very rural area. I guess I am just looking for my most logical starting point since getting it to a shop or dealer will be expensive due to towing. Any ideas? Thanks for any help.

First thing I would do is list the SES trouble codes. If you don't have a code reader, see if one of your buddies do.
