Default Reviving 85 2.8 CA

I bought an 85 S10 Blazer with California emissions (manual transmission) that was last registered in 2010. Depending on who you ask our area is high desert or shrub steppe so very dry and rust is not as much of a problem as dry rot of rubber. I pumped out the stale gas, fresh oil, replaced the cracked vac hoses and corrected routing. It starts but no idle and requires constant pumping throttle to keep running. Otherwise no clatter, rattle, or knocks. Sounds like no jetted fuel, just from accelerator pump. Would the primary and secondary vacuum actuators cause that if failed or am I stuck with trying to rebuilD (clean and reseal?) THAT AWFUL E2SE carb?

Hiding behind the gate. $600 delivered. License, tile, battery and clutch hydraulics bring it to about $1100 now.
