Default Rocker noise?

Trying to track down what I’m hoping is and upper engine rattle in my brother 98 4x4 blazer with the “w” engine. Pulled valve covers and notice some side play in a few of the rockers and even after hitting them with 20 ft-lbs they still seem sloppy. I’m checking them without putting the engine on tdc for any cylinder so that could be an error on my end. Thanks for any input!

I can do that today if I get rained out of work, Before I put it back together could you give some insight into what normal play for these rockers would be?

Normal valve lash for hydraulic lifters is zero. Doesn't mean you can't wiggle them a little - just that lash is zero.
