Question Rough shift in transmission?

Hey guys I am new to the forum here and I have a 2000 blazer trailblazer edition 4.3 automatic 4x4 with 126000 miles. My problem is when start off normal the transmission doesn't want to shift from 1st to 2nd it almost feels like it hits a rev limiter @low rpm range like 2500-2800, then it also does it when shifting from 2nd to 3rd but not as bad. I replaced the trans. filter and new fluid but that did not help. Also if you take off and hammer it pedal to the floor it shifts perfect thru all gears. I have no clue what it could be maybe the solinoids or I hope not the converter. Please any help will be greatly appricated.
Thanks, Chas Cheek

To your knowledge, has the truck been tuned (PCM program modified) or has the transmission had a shift kit installed? Either of these can modify how the transmission shifts.
