What is the correct procedure to adjusting Rocker Arms ?

What is the correct procedure to adjusting Rocker Arms ?
I've been trying to figure it out for almost 2 months now. I'm fairly new to this. But most forums just tell you to torque them down to 20 lbs and thats it 🤔...others say put the engine on TDC and tighten them to 20 lbs, but thats only cylinder #1 🤔...Others say to watch the pushrods go all the way up, because it means those valves for that cylinder are open and to torque it to 20 lbs...that's 3 different procedures and its confusing and driving me crazy !!
