White rubbery material inside fuel pressure regulator

Default White rubbery material inside fuel pressure regulator

Been having bad gas mileage lately with a p0172 and intermittent rough idle. Replaced my FPR last June, but had a hunch to check it out again... It did appear to be leaking because the passenger side of the upper manifold was cleaner than the drivers side...

Anyways, I pulled the FPR and noticed that inside it there was a soft white rubbery material, almost like the whites of a hard boiled egg...

Is this part of the internals of the FPR?
